Proposal & Report Coordination
Below are examples of two client-facing documents that I was asked to develop while working for Stantec Consulting Limited. I was responsible for overseeing the content and overall design of these two documents. In addition, I was also responsible for making sure that each document passed Quality Control Reviews from both clients and project management leadership.
East Coast Housing Report
The East Coast Housing Report was a final deliverable completed by Stantec for the City of Moncton and the Canadian Housing and Mortgage Corporation (CMHC). Stantec was contracted to host a Housing Conference on behalf of the CMHC and the City of Moncton. The conference was attended by various industry professionals and aimed to discuss the Canadian Housing Crisis and address how Planning Policy can be leveraged to increase the amount and diversity of Canadian (specifically east-coast) housing stock.
The East Coast Housing Report acted as a debrief for the City of Moncton staff on themes and information gathered during the conference but also included a jurisdictional scan of federal, provincial, and municipal housing policy across Canada. Stantec was then asked to provide recommendations of specific actions that the City of Moncton could take to increase the amount of housing available to its citizens.
To complete this assignment, I first completed jurisdictional policy research to gauge policy best practices across the country. I then liaised with Stantec Planning staff and reviewed articles written by the Ontario Professional Planners Institute (OPPI) to gather professional opinions on ways that Municipalities can develop housing inventory in their local context by using the legislation and powers at their disposal. In addition, I was responsible for completing research on different examples of housing strategies and policies across Canada to show practical examples of ways that municipal, provincial, and federal governments have been combatting the Canadian housing crisis (e.g. Alberta - “Stronger Foundations Affordable Housing Strategy”).
In addition to the content of the report, I was also responsible for the general design of the document. I needed to ensure that all content was included, while also maintaining the branding requirements of the client, Stantec, and general aesthetics. Lastly, I responded to quality control reviews completed by both Stantec leadership and the client before preparing a final version of the document for delivery to the client.
Attainable Housing Community Improvement Plan Proposal
The Attainable Housing Community Improvement Plan (CIP) Proposal was a proposal document created in response to a Request for Proposal released by the Municipality of North Perth. In consulting, a client (especially public clients) will release a Request for Proposal (RFP) document that details the job they would like to hire a consultant to complete. A proposal document is, put simply, a job application for an entire company instead of one person. While working for Stantec as a Proposal Coordinator, business development and proposal pursuits like this were some of my primary responsibilities.
In the case of this proposal for a Housing CIP Proposal, I was responsible for gathering different pieces of information to formulate a final proposal document that aligned with Stantec’s Quality Control Standards and also met all the criteria and requirements set out in the RFP document. This included working with Stantec project managers to create a methodology or work plan to complete the outlined scope of work, compiling a project team that could appropriately carry out this work plan, gathering CVs for each member, providing a record of similar past projects that showcase the team’s ability to complete the scope of work, provide budgeting information that satisfied client budget and Stantec financial margins, and lastly, packaging all of this in one final document that both passes legal and leadership quality review and adheres to Stantec branding guidelines (e.g. logos, boilerplate headers, typeface, approved corporate vision text, etc…).
It is worth noting that this proposal was selected over 20 other competitive submissions and, as a result, Stantec was contracted to complete the North Perth Attainable Housing Community Improvement Plan. This project is slated to be completed in Q2 2024.
